
To thoroughly study and implement the Degree Law of the People's Republic of China and enhance the standardization and legal governance of degree and graduate education management, the Graduate School invited Professor Hua Lin from China University of Political Science and Law to deliver a presentation on the new legislation. The event was held on the afternoon of February 25, 2025, for institutions in the Beijing area. Leaders, administrators, and faculty representatives from the Graduate School, the Ninth Institute, the Computing Science Center, and the Advanced Science Center attended the session, which was chaired by Libin Fu, Deputy Dean (Acting Head of Administration) of the Graduate School.
Professor Hua Lin serves as a legal advisor or legal consultant expert for the Ministry of Public Security, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology. He was actively involved in the entire drafting process of the Degree Law. In his presentation, Professor Lin provided a comprehensive overview of the background and legislative process of the Degree Law, its underlying legal logic, and its key provisions. He elaborated on the legislative intent and fundamental principles, degree classifications, degree management system, authorization regulations, awarding criteria, the composition of the degree evaluation committee, the defense procedures, the protection of student rights, and the measures ensuring the quality of degree conferral. During the Q&A session, Professor Lin responded professionally to questions from attendees regarding the practical implementation of the law.
The session significantly enhanced faculty and administrative staff's understanding and awareness of the Degree Law. The Graduate School will take this opportunity to further refine the legal and standardized governance of degree and graduate education management, ensuring the high-quality development of its graduate programs.
Note: The Degree Law was passed on April 26, 2024, by the Ninth Meeting of the Standing Committee of the 14th National People's Congress and came into effect on January 1, 2025. This legislation represents a major milestone in China's degree administration and educational legal framework. It provides a solid legal foundation for building a strong education system and plays a crucial role in promoting the standardization and legal governance of degree-related affairs.
