
On June 23, 2025, the first working meeting of the 10th Academic Degree Evaluation Committee of the China Academy of Engineering Physics (CAEP) was convened in the Qinghai Hall of the Kowloon Hotel. Yingbo He, President of CAEP and Chair of the Academic Degree Evaluation Committee, attended the meeting together with all committee members. The meeting was presided over by Academician Qiang Wu, Vice Chair of the Committee and Deputy Director of the Science and Technology Committee. Leaders of the Graduate School and relevant staff from the Committee Office also attended the meeting as nonvoting participants.
All members first carefully studied the Charter of the CAEP Academic Degree Evaluation Committee, which clarified in full the responsibilities and deliberation procedures of the two-tier evaluation system, laying an institutional foundation for conducting degree evaluation in a scientific, standardized, fair, and impartial manner.
The meeting heard a report from the Committee Office on the overall situation of this round of degree conferral, as well as separate presentations and reviews from each subcommittee regarding the evaluation of doctoral and master’s applicants. The academic quality of theses and related research achievements of the degree candidates were discussed. Following a vote, the Committee approved conferring doctoral degrees on 122 candidates and master’s degrees on 115 candidates.
The meeting also heard and discussed a report from the Committee Office on the Ministry of Education’s random inspection results of CAEP master’s and doctoral theses. The Committee reviewed and adopted the Measures for Random Review of CAEP Doctoral and Master’s Theses. Members focused their discussion on key topics such as expert pool management, sampling ratios, process standardization, and application of results.
In his concluding remarks, Yingbo He emphasized the need to thoroughly implement General Secretary Jinping Xi’s important instructions on the integrated development of education, science and technology, and talent; to focus on major national strategic needs; and to steadily enhance CAEP’s capability to cultivate innovative talent. He stressed the importance of fully implementing the spirit of the Law of the People’s Republic of China on Academic Degrees, improving, updating, and establishing relevant policies for training and degree conferral to ensure that thesis review, defense, and other academic evaluation procedures align with the law. He called for establishing discipline-specific degree conferral standards to ensure high-quality development of graduate education at CAEP; strengthening the guidance and supervision mechanisms in the training process; preserving CAEP’s valuable experience in graduate education while learning from advanced practices at domestic and international universities and research institutes; and building a more scientific and comprehensive quality assurance system through dual integration.
Yingbo He also emphasized the need to fully implement the primary responsibility of each training unit, adhere to a problem-oriented approach, link graduate education with disciplinary development and key problem-solving, and integrate basic research with core capacity building. He called for making full use of graduate talent as a vital force to provide the country and society with more outstanding professionals who can meet strategic needs and drive development.
